MARRIAGE LICENSE...
  To have your Marriage Ceremony in the State of California, You must purchase a License in this State.
  In the State of California Two Marriage License are offered.
  Designated County Clerks Office issues the Licenses. @  Riverside, Santa  Barbara, Los Angeles, San Diego,
  Ventura etc,etc,etc.  To many Counties  in California to name.
  The couple MUST be over 18 .
  The two marriage licenses offered. Regular  and  Confidential
  Both the Bride and Groom Must apply together in person to obtain a marriage license week-days
  from the county clerk.
Penny Goggans was the first to be authorized by the Riverside County Clerk
to issue Marriage License in the County of Riverside
We DO NOT  issue marriage licenses in the County of Riverside as of Jan. 1, 2004
  The Regular Marriage License is of public record and requires one Witness.
  This license may be purchased in one county and used in another county.
  This License is Open for public viewing and is published in newspapers.
  All marriage licenses are good for 90 days from the time of purchase.
  The  (so called) Confidential Marriage License, (when couple is over 18 & living  together).
  There are NO witnesses required on this license.
  This license is not open for public viewing and it takes the Bride or the Groom or  a Court Order
  to get a copy of it. (This license was put on the Calif. law books over 100 years ago, for
reasons if children were born out of wedlock no one could find out just when the couple
were married.)This marriage is not a secret unless you wish it to be.
This license is Accepted by all Churches (However some may frown on you living together)

Certified Copies of the confidential Lic.Can be OBTAINED through the mail or in person  at the
  County Clerks office , in the County where the marriage was performed.

  This Confidential license must be purchased and used in the same county.
            THERE IS NO BLOOD TEST REQUIRED IN CALIFORNIA SINCE JAN.1995
  Each County charges different for these license.
  Riverside  County Clerk  is open Mon-Fri.  8:30am til 4:00pm
   They charge $68.00 for Regular License and  $76.00 for the Confidential License.
  Certified Copies at this time are  $13.00

INSTRUCTIONS FOR OBTAINING APOSTILLES OR EXEMPLIFIED COPIES
FOR USE IN A FOREIGN COUNTRY
To apply for an apostille or exemplified copy of a certified  marriage license,
you must present the California Secretary of State with the certified copy.
To obtain a certified copy of your Confidential Marriage License
 A notarized copy of your license was given you by Penny Goggans.
Fill in and tear off the bottom part and send the bottom part and $13.00
for each certified copy you need to the Santa Barbara County Clerk.
Then send the certified copy to the Secretary of State
The fee for the apostille or exemplified copy is $20.00 for mail-in requests.
Please include a cover letter and self-addressed stamped envelope when
mailing your request to Sacramento, our California State Capitol.
